It seemed strange to me that Andrew Lansley thought that GPs could be trusted to virtually run the whole of the National Health Service single-handed, but couldn’t be trusted to adequately diagnose long term illnesses.
But on reflection, I suppose if you have got all that bureaucracy to deal with, you just don’t have the time to bother with having to see sick people.

The fact is you go to your GP say to him you have chest pain, he checks your blood pressure and then either sends you home with a few days rest or hospital, or you go to a committee/panel of people who will decide whether your sick or not, imagine them saying he’s ok nothing wrong and he or she dies of a heart attack, somehow I think these people on this panel will be airing on the side of caution.
