Operation Iraqi Liberation (O.I.L.)

The Iraq hydrocarbon law would take the majority of Iraq’s oil out of the exclusive hands of the Iraqi government and open it to international oil companies for a generation or more.

    You mean that foreign companies would do the investment, the drilling, the pipelines, and the government would simply collect the taxes?
    You know, like the North Sea?
