The Conservatives promised to "come clean" on funding. Yet sources close to the leadership have shared with me their ambiguity about the role of donors who hold party office (like Sir Michael Spencer) and those resident outside the UK whose contributions follow a bewildering international route to avoid illegality. "There is reputational damage here," one very senior member of the Cameron team admitted recently.
