Charlie Brooker may well be right. Is this the best TV in the last decade? The beauty of The Wire is that it doesn't just show the seamy side of life in the projects of Balitmore. It provides a direct comparison with the seamy side of life in the police force, local government, organised labour, the education system and in the final series the media. It also shows that in all of these areas there are people heroically performing within the system, leading to a conclusion that it is the apple that is rotten, not the worms.
If you haven't seen it, I would heavilly recommend the DVD's because you can watch with subtitles and follow what people are saying.
